Personally, I have found using PayPal to be safe... in fact, if I had to review it, I would say it is the safest online payment processor for sending a payment to another individual online, or for accepting credit cards (Visa, MasterCard, American Express, Discover) online if you don't want to go through the hassle and expense of securing your own merchant processing agreement.
I love the convenience of PayPal and its widespread acceptance. I have never had any security problems with it... but obviously, you don't want to enter your personal info in a site that may not be PayPal. Always make sure the PayPal URL looks like this: https://www.paypal.com
